The Scholarly Electronic Publishing Bibliography: 2008 Annual Edition (SEPB) presents over 3,350 English-language articles, books, and other printed and electronic sources that are useful in understanding scholarly electronic publishing efforts on the Internet (see the table of contents for details). Most sources have been published from 1990 through 2008; however, a limited number of key sources published prior to 1990 are also included. Where possible, links are provided to works that are freely available on the Internet, including e-prints in disciplinary archives and institutional repositories. Note that e-prints and published articles may not be identical.

SEP [Scholarly Electronic Publishing Bibliography] is compiled with utter professionalism. It reminds me of the work of the best artisans who know not only every item that leaves their workshops, but each component used to create them—providing the ideal quality control. . . . The author, Charles W. Bailey, Jr., has over 30 years of information and instructional technology experience, including 24 years of managerial experience in academic libraries. He been a digital Internet publisher since 1989, when he established and began to edit one of the first open access journals on the Internet, The Public-Access Computer Systems Review. He is the author of the Open Access Bibliography: Liberating Scholarly Literature with E-Prints and Open Access Journals. He is co-editor of Institutional Repositories, SPEC Kit 292. He has published papers in Collection Management, Information Technology and Libraries, The Journal of Electronic Publishing, ONLINE, Reference Services Review, Serials Review, and other journals. He has also published nine book chapters. He holds master's degrees in information and library science and instructional media and technology. In 2003, he was named as one of Library Journal's "Movers & Shakers."
